  1. God has always commanded compassionate provision for the displaced. 
  2. God establishes government to maintain order and promote flourishing for its citizens.  
  3. God JUSTICE is a Refuge for the Vulnerable.  
 
Biblical justice = equal treatment whether through punishment or protection.
